The COP has:

• formally adopted strong guidelines on protection from secondhand smoke (Article 8);
• set up an international negotiating body to start negotiating a protocol on illicit trade with a timetable which envisages the protocol being adopted at the fourth COP in 2010. OLAF, the European anti-fraud office have offered to fund one of the negotiating body meetings which will help expedite the process;
• start work on guidelines on Article 11 (packaging and labelling) and Article 13 (advertising, promotion and sponsorship) with the aim of adopting these guidelines at COP 3 in 2008;
• begin work on guidelines on Article 5.3 (protection from tobacco industry interference), Article 12 (education,  communication, training and public awareness) and Article 14 (cessation);
• press ahead with work on Article 9 and 10 (product testing, measurement and disclosure) and 17 (economically viable alternative activities); and
• funding is available for all of this work.
